Used to lock the turbine wheel in place when installing the turbine section.
The plate and rod are made from brass.
The brass rod is soft enough to bend if necessary so it won't damage the turbine blades should excessive pressure be applied to the turbine wheel.
The top covering is a piece of heat shrink so it looks neat.
